The city council is composed of seven council members elected from the city at large. The mayor is chairman of the council and presides over its deliberations.

The city's Budget Committee consists of its city council and an equal number of city residents. It meets every May to make budget recommendations to the city council. View City Budget Documents

The Housing Committee consists of representatives of the City Council and Planning Commission and interested citizens. It is expected to meet at least 10 times per year and will make recommendations to the Planning Commission about ways to expand the availability of housing within the City of Rainier. The Library Board is an advisory board that makes recommendations to the city council about rules and policies for the efficient and effective operation of the library, its services and programs.
