NOTICE IS HEREBY GIVEN that a ballot title for a measure to be referred by the Rainier City Council has been filed with the City Recorder’s office on July 15, 2025. A measure election will be held within the boundaries of the City of Rainier on November 4, 2025.

The ballot title caption is: To enact a $0.03 per gallon motor fuel tax on all motor fuel dealers.

Question

Shall the City of Rainier enact a $0.03 per gallon motor fuel tax on all motor fuel dealers to provide additional funds for the construction, reconstruction, improvement, repair, maintenance, operation and use of public streets in the city of Rainier?

Summary

The public streets and sidewalks in the city of Rainier are consistently in need of construction, reconstruction, improvements, repair, upkeep and maintenance, to promote ease of travel and commerce in and around the city. The city’s current revenue sources do not provide adequate funding to support said construction, reconstruction, repair, upkeep and maintenance. The city wishes to enact a $0.03 (3-cents) per gallon motor fuel tax on all motor fuel dealers to provide such work. The tax applies to both gasoline and diesel fuel. The taxes collected would be wholly dedicated to street and sidewalk projects, subject to city control, as required by the Oregon Constitution.

Any elector of the City may file a petition for review of the ballot title in the Columbia County Circuit Court no later than August 15, 2025. The challenger must notify the Columbia County Clerk’s Office in writing not later than 5 p.m. on the next business day following the day the petition for review is filed (ORS 250.195).
